21世紀において危機報道はメディアの役割のなかで中核的な位置づけになった。そのなかでもテロリズムと自然災害および原子力リスクは21世紀に改めて脚光を浴びるようになった。それらは一般市民に直接影響を与える危機として再認識されたからである。そこで本共同研究では, 主要メディアの危機報道のあり方を比較研究することで, 危機報道の現状と特徴を抽出することを目的とした。
山本は, 単独実行犯によるテロ事案の比較研究をした。17年3月英国でのテロ事案, 17年5月インドネシアのでのテロ事案を事例にして, それぞれローカルのメディアのテロ事案報道のあり方を比較調査した。英国の場合は単独犯(ローンウルフ)として, インドネシアはISIS関係の組織テロとして報道するという相違があった。
鈴木は, 放送事業者が放送法で義務づけられている災害放送にどのように取り組んでいるかを調査した。17年9月には北海道文化放送と北海道テレビ, 11月には琉球放送, 18年2月には大分県の民放3社およびNHKでヒヤリングを実施した。それぞれ地域ごとに災害の特性があり, それらに対応する形の災害放送に取り組んでいることが明らかになった。
李は, 気候変動リスクと原子力リスクという2つのリスクに着目し, サーベイ調査を実施した。その結果として, マスメディアのアジェンダ設定とフレーミングが, 受け手の不安, リスク・ベネフィット判断, 気候変動や原子力問題に関する政策選好に影響を与えていることを, データをもとにして明らかにした。
3者の研究を総合すると以下のことがいえる。第一に, マスメディアは新しい危機に直面することで, その都度新しい報道の体制と取り組みをとる。しかしながら第二に, 受け手は新しい枠組みをすぐには受け入れらないことから, 報道の側も従来的な枠組みを使用せざるを得ない部分が存在する。第三に, デジタルメディアが普及しているとはいえ, 危機が発生した場合に市民は従来型のマスメディアからの情報に依拠する傾向がある。
In the 21st century, crisis reporting forms significant mass media reports. It reflects the reality that emerging crises such as terrorism, natural disasters and nuclear power risk have regained their inevitable impacts on citizen's daily life.
Our collaborative research focuses on empirical research and aims to find some common characteristics of crisis reporting from different issues and countries. Yamamoto examined two terrorist attack cases ; London terrorist attack on March 2017 and Jakarta attack on May 2017. The British media tended to emphasize the term "lone wolf," whereas the Indonesian media revealed the attacker's connection to the ISIS. Suzuki conducted interviews with local media; two from Hokkaido, one in Okinawa, three in Ohita, and NHK. Her interviews disclosed that local media tend to focus on and prepare for locally based risks. Li made a survey research on climate change risk and nuclear power risk. Her data exposed that agenda setting and framing by the mass media effect on citizen's insecurity, risk-benefit understanding, and policy preference on climate change and nuclear power issues.
We have three major findings from our collaborative research. First, the mass media modifies its reporting attitudes and contents based on their experiences of emerging crisis and risks. Second, however, the media reporting remains to use the conventional frame of crisis reporting mainly because the audience cannot accept and understand new frames of reporting. Third, although the citizens get accustomed to use the digital media on the daily basis, they tend to rely on the crisis reporting from the conventional mass media.
