本稿では, さがみロボット産業特区の生成において神奈川県がはたしている役割として, オープンなプラットフォームの生成をつうじて, ロボットの研究開発・製造に取り組む企業や研究機関など民間部門の支援を行う点, そして社会におけるロボットにたいする認知の生成・普及に向けた制度設計を行う点を明らかにした。この特区は, 萌芽的な産業地域とみなされるものの, 諸要素が密に結びつき相互作用し補完性を生み出すようなクラスターの水準にはあいにく到達していない。この点で今後, 県はマルチサイド･プラットフォームにおけるネットワーク効果の生成に向けて公的企業家精神を発揚していくことが求められよう。
This paper sheds light on the role of Kanagawa Prefecture in establishing the Sagami Robotics Special District. The Prefecture plays a significant role in supporting firms and institutes which engage in R&D and manufacturing of robots by creating a platform and designing institutions to make people be aware of robots in society. This District has not reached the point where factors interact closely to result in complementarities and thus it cannot be regarded as a cluster. The Prefecture has to demonstrate public entrepreneurship to create network effects on multisided platform.
