世界錫産業におけるコーンウォール錫鉱山業の客観的位置を確認した上で, 「非鉄鉱山業に関する商務省委員会」(1919‒1920年)に至る経過と委員会報告書の内容について見た前稿に続いて, 本稿では, 1920年の委員会報告に依拠した政府支援の要請とその却下から鉱山業の壊滅的状態を経験した後, 回復の兆しが見え始める1923-24年頃までの時期を委員会証言, 議会討論, 地方新聞などに表された言説を通して観察する。失業問題解決の方策として鉱山業の再建を考える地域の人々, 世界的展開の中に位置づけて考える鉱業資本家, 英帝国全体の視点から考える政府と, この産業に対するそれぞれの立場を紹介し, 衰退期にある産業への向き合い方を考える材料を提供する。
Following the Part 1 which confirmed the situation of the Cornish mining in the history of the world tin mining and also observed the process that led toward the enquiry by the Departmental Committee (1919-1920), in this paper (Part 2) the backgrounds of the people with different opinions will be discussed mainly based on the minutes of evidence given to the Committee, Parliamentary debates, and articles of local newspapers to reach such tentative findings as follows; local people were eager to reconstruct the mining as a remedy of unemployment, mining capitalists just considered it as one section of their world-wide mining activities, and the Government people tended to treat it from the Imperial viewpoints.
