| Abstract |
本稿は, イギリス社会主義の代表的論客として知られるG・D・H・コールが, 『ベヴァリッジ報告書』(1942年12月)の早期実現を目的として, 1943年3月に創設した超党派組織＝「社会保障連盟」Social Security League の活動実態を明らかにする。同連盟は, ベヴァリッジ報告に精通する講師を養成し, 全国各地に派遣して活発な討論会を開き, 出版活動も旺盛に行った。会長のW・ベヴァリッジと副会長コールとの結束した強いリーダーシップの下で, 社会保障制度の改革の意義を訴えていく連盟の活動は, 世論を喚起し, チャーチル戦時連立政府にその政策化を促す圧力をかけていったのである。
When the Beveridge Report was published in December 1942, G.D.H. Cole invited Beveridge supporters of all parties and progressive thinkers to set up the Social Security League in March 1943. The main work of the League was to focus on briefing and supplying speakers, publishing, feeding articles and notes to the press, and parliamentary contacts. Under the initiatives of Cole (the vice president of the Social Security League) and William Beveridge (the president), the Social Security League promoted the principles of the Beveridge Report to raise public concern and pressure the wartime Churchill government for its immediate legislation for the creation of a welfare state.
