| Abstract |
1941年2月, G.D.H. コールを主宰者としてオックスフォード大学ナフィールド・コレッジで開始された「ナフィールド・コレッジ社会再建調査」は, 第二次世界大戦による社会・経済の変化を解明して戦時期の危機を克服し, 戦後再建政策議論に確固たる指針を提供していく壮大な試みであった。本稿は, 「ベヴァリッジ委員会」に提出した実態調査の内容と性格, ベヴァリッジや閣僚たちの反応をみていくことで, コールらの調査が『ベヴァリッジ報告書』に与えた影響とその意味するところを考察する。
G.D.H. Cole's Nuffield College Social Reconstruction Survey was one of the attempts to overcome the economic, political and social crisis of Britain during WWII. For the purpose of reconstruction after the war, many results of the survey were submitted to government agencies. This paper particularly focuses on the 'Nuffield surveys' on social insurance, which was conducted for the Beveridge Committee during the first half of 1942. By examining the contents and character of the empirical surveys on popular opinion, and the reactions from the Beveridge Committee members, we clarify the Nuffield surveys' contributions and their significance to making the Beveridge Report finally published in December 1942.
