本研究は, 持続可能な開発目標(SDGs)の実施にかかる状況を行為主体に焦点を当てながら多面的に研究し, これによりSDGsの実施状況を把握することを通じ, 新たなグローバル・ガバナンス戦略としての「目標によるガバナンス」の実態を明らかにすることを目的として実施した。ガバナンスにかかる様々な構成要素をいかなる行為主体や行為主体のネットワークが充足しているかという観点からガバナンスの有効性を評価する手法はこれまでにも開発されてきたが, 本研究はこれを実証的に検証するものでもある。実証研究としては, 沖縄読谷村を主なフィールドとして, 学生を交えたフィールドワークも実施した。本年度(平成29年度)は, まず課題分析フェーズとして, ステークホルダーへのインタビュー調査(6月, 11月, 一部12月), ワークショップの開催(11月)を行った。ワークショップでは村内外の主要なステークホルダーを集め, 地域の課題と未来を意見交換しながら考えた。
農漁業や観光セクターはそれぞれの分野における課題や期待があるとともに, 農漁業セクターは, 観光セクターと連携しながらそれぞれのセクターの発展を模索していることがわかった。例えば漁業協同組合関係者は, 漁獲して売るというこれまでの漁業の形にとらわれず, 定置網観光の更なる拡大や, 観光客に対する直売式鮮魚食堂での売り上げといった形で事業展開を行っている。また, 読谷村の特産物を利用した観光形態を模索する農業と観光セクター従事者の意見もみられた。読谷村の産業と観光の連携を強めるには, どの産業でどのような手法で売り出すかを特定するとともに, どのターゲット層に広報するかを多様なセクター間で議論, 連携することが必要であることが明らかとなった。
The Sustainable Development Goals (SDGs) expressed in the form of 17 "goals" and 169 "targets" to be achieved by the year 2030. It calls for all stakeholders to implement the SDGs, including Governments, the private sector, civil society and academia. Especially, most of the goals are directly or indirectly related to the roles of local governments.
In Japan, "The SDGs Implementation Guiding Principles" was released by the Government, and it encourages local governments to incorporate the SDGs into their strategies and policies to the extent possible. However, local implementation in Japan has not promoted so far, as the above mentioned Principles does not provide any practical guidance on how to incorporate them in policies. This project explored how global goals could be implemented at local level.
This project looked into a local level problem structure in terms of the SDGs at Yomitanson Village in Okinawa. The project identified a number of interlinked problems through interviews and workshops bringing together local stakeholders (held in November).
