アメリカ合衆国のドナルド・トランプ大統領については, 言動が一貫せず, 主流のマスメディアと対立し, また民主主義のルールを尊重しないといった独特の行動様式が注目されている。それに, 彼の影響を受けて移民に対する反発が強まるなど, 社会的な不寛容が強まり, アメリカが民主主義から権威主義体制に陥る危険性さえも指摘されるようになっている。本研究課題では, こうした異例づくめの政権がどの程度アメリカ政治を変える可能性があるのかを, とくに二大政党政治の文脈に位置付けて検討した。そこでは, 大きく関連する二点が明らかになった。
第一は, 過去からの連続性である。「ポスト真実」の時代とまで言われる物事の基本的な事実関係をめぐる争いや, 行政機関への命令を活用した大統領による一方的な政策転換, そして公私両面にわたるスキャンダル, といった, トランプ政権をめぐる政治過程の諸特徴は, 個別には従来からみられたものである。そのため, それらが組み合わさって民主政治を従来から異質なものに変えたかどうかの判断には, まだ時間が必要だと思われる。第二は, 二大政党のイデオロギー的分極化を背景とした, 権力分立制度に基づく政策過程の膠着状態が継続している点である。政権発足最初の連邦議会で成立した重要立法としては, トランプと共和党でコンセンサスのあった税制改革があるのみだが, これはオバマ政権が健康保険改革に苦労したのと共通している。大統領命令に対して, しばしば司法が待ったをかけている点も同様である。
このように, トランプ政権については行動様式の奇抜さこそ目立つものの, 二大政党の分極化と政策決定に超多数派の支持を要する政治制度と相俟って, 全体としては近年にもまして政治が動かない, というのが特徴になっている。ただし, これは主として内政面についてであり, これまでの政権にも見られたように, 内政を動かせないことを外交で挽回しようとすることは大いに考えられる。その点も含めて今後を注視する必要があろう。
President Donald Trump's unconventional behavioral style, such as frequent change of expressed policy preferences, confrontation with mainstream media, and seeming disrespect for the constitutional system, have made many commentators argue that he is on his way to undermining American democracy. This research project has looked into how much the Trump administration has changed the U.S. political landscape. Its conclusion is that it is premature to state that Mr. Trump and his administration has transformed U.S. politics in an irreversible way, for two reasons. First, there is much continuity between American politics during and after the 2016 election and that of the preceding period. Fact checking of statements of politicians had been actively carried out at least since early this century, and the aggressive use of presidential actions had been harshly criticized, at least by members of the opposition party, during the Obama administration, for example. While there is no doubt that Mr. Trump has escalated the existing antagonistic style of politics, but whether he has brought about a qualitatively change in politics remains to be seen. Second, the deepening polarization of the two political parties with equal electoral strengths has made it difficult for any political force to achieve its policy goals. Just as the Obama administration could enact the wholesale health care reform after much difficulty, the Trump administration has, as of this writing, only realized tax reform among the president's major campaign promises.
The above, of course, is a preliminary observation based on the performance of the administration in its inaugural year. Also, the picture would look somewhat different if foreign policy is taken into account. The contour of the politics of the Trump era is still in its formative stage and requires continuing attention.
